PALOMAR TRANSIT ORIENTED DEVELOPMENT PLANCHULA VISTA. CA

A recent General Plan Update designated the Palomar Street Corridor, a district within the City of Chula Vista, as a future Transit Oriented District due to the presence of a light rail transit station and proximity to Interstate 5. While the General Plan accommodated the land use designation, the area needed a plan that set development intensities, design guidelines, and a comprehensive physical master plan “vision.”

Downtown Solutions prepared a development plan that addressed land use, residential density, pedestrian/vehicular connectivity, and a streetscape theme.  Working primarily with a City staff subcommittee and two mixed-use developers, various land use alternatives were tested and designed.  The resulting plan is a model for Smart Growth and, as such, was submitted to the regional planning agency for a grant award.  The City subsequently was awarded a very large grant for the future planning of the area.
